Where do I find and access New York state legislative history?

Legislative histories of New York Laws are called the Governor's Bill Jackets.  Some may be available on Westlaw and/or Lexis

Pace Law Library has New York State Bill Jackets for the following years: 1962, c. 602 and 1975-1982 (on microfilm), and 1983+ (on microfiche). 

New York Bill Jackets may also be accessed at the New York State Library at Bill, Veto and Recall Jackets. Bill jackets for 1995-2009 are available elctronically online from the New York State Library Archives. For years prior to 1995, contact the libraries listed
