Legislative histories of New York Laws are called the Bill Jackets. Some may be available on Westlaw and Lexis

Pace Law Library has New York State Bill Jackets for the following years: 1962, c. 602 and 1975-1982 (on microfilm), and 1983+ (on microfiche). 

New York Bill Jackets may also be accessed at the New York State Library at Bill, Veto and Recall Jackets. Bill jackets for 1995-2019 are available online from the New York State Archives. For the 1900s through the 1990s, the State Library has digitized some of the bill jackets for those years and they may be found on the New York State Library Digital Collections. For years prior to 1995, contact the libraries listed.
